You can hear a tribute if you’re lucky enough to attend an entertainment awards ceremony, or need to attend a funeral.
Tributes are residents of the 12 districts of Panem who are forced/volunteered to participate in an annual Hunger Games. Except in special cases, such as for Quarter Quells, twenty-four children between the ages of 12 and 18 are chosen at random. Every district must give two tributes , a girl and a boy.
At the reaping for the 74th Hunger Games, Prim is chosen by lottery as the female ” tribute ” from District 12 . Katniss volunteers to take her place. Before Katniss leaves for the Capitol, Prim makes her promise to try hard to win the Games.

Well, the main source of power in The Hunger Games is clear: the totalitarian government of the Capitol . Because the Capitol holds most of the country of Panem’s wealth, the government there is able to control the people in all of the districts across Panem.

Her husband died in a coal mining accident five years before the events of The Hunger Games book. She also has two grandchildren, an elder girl and younger boy, from Katniss and Peeta. Primrose died in Mockingjay, leaving Mrs. Everdeen unable to go back to District 12 due to the pain of her death.
When Katniss volunteered to take her twelve year old sister’s place when her name was pulled during the 74th Hunger Games reaping, the audience remained silent and Effie was left on stage clapping by herself in an effort to lighten the atmosphere. Effie lives in the Capitol, and remains there for most of the year.
